Hey! I have one just like yours; wife's gone, he's outside trying to corner me. He finally came out & stated, "What does it take for us...........?" I was happy, told him I would get with his wife if he ever talked to me again. I come & go now, watching my back, but he hasn't spoken to me since. He tried a weak "Hello" one day, I walked right to my place, made him invisible.

If you have that sense that he's not all there or worse, respect your feelings, you are right, he is weird, stay clear. These kind of people need to be told off very clearly; then ignore any & all attempts he makes toward you….All the neighbors KNOW, probably a lot more than you know...safety for yourself is all that matters…so they gossip.....it's an American pass time...no big thing.
